Actually, dystopia is basically a ‘bad’ (dys-) ‘place’ (-topia). So the common view of what a dystopia looks like is not the only way it can look. He can’t talk about those things openly to the people because he’d have to admit their lives are going to get significantly worse. So, what can he do instead?

They would also need to ignore the supreme court, but if we ever get that far, it goes without saying.
The president cannot pardon a state crime. Kidnapping is both a state and a federal crime. If convicted in state court, the president is powerless to pardon.
