She’s calling him a "dictator " in a roundabout way and compare his mandate to a communist dictatorship ( you guess wich one).
I believe that says “communist dictator.” If she meant any dictator, or fascist dictator, I assume she would have said that instead. Sure, she says it’s bad that he’s a dictator, but also that he’s communist. He’s a fascist dictator.
Either her English sucks here (and her editor missed it) or you’re wrong. I think she’s fairly good with language, so I don’t think it’s the former.
