It’s a pretty pedestrian-heavy area. It’s probably justified.
I hope so. It seems like fiddling with circuit logic is a quick easy change that may offer some sort of political win so we can say change is happening. It was a lighted, pedestrian area before this.
Trying to get across any intersection diagonally on foot is super annoying when you need to wait for the signal in both directions.
It’s an experiment in a high pedestrians low speed traffic area.
If it works out well (possible examples: fewer injured pedestrians, lower wait times for everyone involved), it can be expanded to other high pedestrians areas.
It could be a case study for Portage & Main.
