The only thing that I’ve encountered that may be relevant, the flatpack version of steam on popOS had issues and after installing from apt my games started working as expected. So possibly reinstall steam with apt vs the popshop.

A used Google Pixel or Samsung Galaxy should be pretty cheap. Just make sure they support whichever version of Android you want to develop on. Pixel 6’s are under $200 USD on eBay currently and should all be upgradable Android 14.
From what I’ve read, it seems to be a compromise to me. I imagine the dev team didn’t want to do it but compromised with the publisher and in reality they probably don’t want you to buy the dlc, as it defeats some of the design decisions. There’s a good pcmag article detailing the dlc and how impactful it is. My guess is that the general opinion of any reviewers would remain the same regardless (with the context of the pcmag article).
