The problem comes in that ‘buy out pge’ part. Costs are so high it’s prohibitive. We need reforms to reduce the profitability of the network. Then, public costs shrink dramatically. A voter initiative should be enough to get this done. Something like reducing the amount of overhead PGE can charge would be hugely helpful.
