Hard to tell for sure without seeing the flag up close or interviewing someone who worked on the movie, but I think I might see a bit of a seam that’s been hidden in the flag to allow it to be torn more easily, straight down the middle. You don’t want a tear going sideways and looking wonky at the most dramatic moment of the film.

Honestly, i think it’s just much cooler to see the swastika torn in half.
