There’s a tag saying “Chinese” but the destination sign in the front says 銀座 i.e. “Ginza” which implies this tram ran in Tokyo. Also, this website is “offbeatjapan.org” and the photographer Jordy Meow’s brief biography says he’s based in Tokyo.

i.e. I’m pretty darn sure this was taken in Japan
