I imagine some non-militants like Dialogous that get out more with the Inquisition and Rogue Traders absolutely have relationships. In fact I’d say outside of a Rogue trader a Dalogous is probably the single highest probability for a Human Eldar relationship.
Yeah the non-militant orders as you said are sure to have romantic relationships be a more common thing. Plus I imagine it probably depends on the culture of the order as well. Some orders might take a more laid back (by sororitas standards) approach to it. While other might not.
